I'm attempting to decide whether to install my Windows operating system on my HDD or SSD. Should I install the OS on the SSD and the programs on the HDD, or vice versa? Which will have a more significant effect on performance? Any suggestions?

You'd better install the operating system (OS) on the SSD and everything else on the HDD.
You should install the OS on the SSD because SSD is much better in read and write speeds. Your OS will boot faster than it was on HDD. Besides, your gaming experience will be much better, and editing videos will be quicker. Your PC can load apps almost instantly. That said, if you perform any OS-related tasks requiring retrieving data from a drive, it will be faster on the SSD instead of the HDD.
For most purposes, hard drives are sufficient in sequential read and write speed, so storing large files on the HDD is perfectly fine. These large files can be photos, videos, or documents.
