I want to create multiple partitions of my 2TB Toshiba USB 3.0 external hard drive and use it as a network shared hard drive for Mac and Windows. Disk Management in Windows 11 offers NTFS and exFAT formats. But NTFS is not compatible with Apple. I'm completely lost as to what to do.

Before formatting, we need to understand the common formats for Mac and Windows should be exFAT and FAT32. And FAT332 is not suitable for files larger than 4GB. exFAT, the best universal file system, has no limit on file size.
So, exFAT is the best choice if you want to format your network shared drive.
